Which version of Photoshop and the operating system are you working on?

In your layers panel, I can see that even though all of your layers are selected, only the bottom layer is visible in the Layers panel. If you're adding frames by clicking on the box with a + in the Timeline, then you'll be adding frames for whichever layer or layers are visible. If you'd like to change the content on an existing frame to content that is on a hidden layer, then select that frame in the Timeline panel and turn on the visiblity for that layer (click the eyeball) in the Layers panel.
Or if you delete all but the first frame, you could leave the layer visibility as is and go to the Timeline panel menu (the hamburger menu in the upper right of the Timeline) and select Make Frames from Layers. That command will make one frame per layer with the visibility set for one layer per frame from the bottom layer to the top.

I experienced the same; all the pasted frames were blank without the gif, then I figured to delete the artwork background; when the canvas is showing a flickering background, you will see the gif. For PS3, make sure Export to web for the animated gif.
