When opening an image it's sometimes displayed in a window which fills up the whole workspace

When I open an image file in Photoshop (v23.5.0, Windows 11), it is sometimes opened correctly: e.g. at 25% in a window. (I don't use Tabs.)
But sometimes the window around it is maximized to fill the whole available work space.
Now even when I zoom in or out, the window doesn't resize automatically (although I have this option enabled in the preferences).
It's only when I click on the title bar of the window and move it that the window snaps back to the actual size of the image.
When I look closely I can see that every image is initially opened with a window filling up the whole workspace or at least the full width of the workspace, but the window quickly snaps to the actual size of the image.
Just sometimes (maybe with every 4th or 5th image and only if at least one other image is already opened) this does not happen and the window stays filling up the workspace.
I tried en-/disabling the following settings without any effect on that described behaviour:
Overscroll, Zoom Resizes Window, Zoom Clicked Point to Center, Use Graphics Processor
