When will Adobe fix this annoying bug?

I'm on the latest version of Photoshop.

Whenever I change properties of a tool (on the top section), and the field that I changed gets highlighted, then if I try to scroll/zoom onto the image, nothing happens because it thinks I'm applying those gestures to that highlighted field, not the image.

It's a bit hard to explain but it's very annoying. 

Only workaround is to choose a different tool
