Photoshop Elements has an Effects panel, Photoshop full version does not.

This forum is for the full version of Photoshop, which has a somewhat different user interface.  Many things are similar, since both had the same parent application (an earlier version of Photoshop full version).  Don't worry, a lot of people confuse the two.

Too see the Effects panel In Photoshop Elements click on Window - Effects.

Many of the functions in the Photoshop Elements Effects panel can be seen in Photoshop CS4 via the Filter - Filter Gallery... menu.

Or do you mean the Layer Styles (the icon in the Layers Panel is an »fx«)?

If a Layer already has a Style applied to it one can raise the respective dialog by double-clicking its icon in the Layers Panel.

What the man said. To show or hide palettes, use the respective commands in the Window section of the menu.

Huh?  Photoshop doesn't have an "effects" palette.

Perhaps you mean the "Styles" palette, or "Actions"?
