Which adobe app is best for resizing a photo without losing integrity?

Hello community, I have been working on a digital photo which is approximately 1501x2400 pixels in size which is like an 8 x 10 photo however, when I try to post to social media like Instagram, for example, the whole picture is not able to be seen and part of the top or bottom gets cut off because I think Instagram is limited to a 4:5 format. what I was wondering was which app would be the best to resize my photo to fitness format without losing any details or portion of the photo as well as not flattened the image which would look distorted. Can anyone offer suggestions? If I try to just simply use my iPad or iPhone photos app to try to change the format to 4:5 again either the top or the bottom gets cut off. I'm hoping there is some app that would automatically resize it for Instagram format and not lose the integrity of the complete photo. Thank you.

I think Instagram requires a square format, but I am way too old to be messing with stuff like Ticky-Tocky etc.
Any sort of photo manipulation is almost certainly going to be done best with Photoshop. Check out Edit > Content Aware Scale. Your image has to be on the same layer, and you have to select the area to scale. Then drag from the top and bottom, and Photoshop will make a decent job of deciding which content to keep and what to lose. You can Protect areas you want to retain their original aspect ratio by selecting and saving the selection. Then chose that saved selection from the Options bar when using CAS.

You have excellent answer by @Trevor.Dennis. As already shown Photoshop can do decent job, with manual input and some practice you will have excellent images for Instagram. If you want perfect match for Instagram then shoot square or with square requirement in mind. There isn't app on market (nor I expect in near feature to appear) which will convert entire 5x7 to square perfectly without any loss of quality or change to original.

Instagram doesn't require a square format but yes, that might be too tall. Try Image->Canvas Size and add white borders to the picture before you upload it.
