Good morning,
I have a notebook with the following characteristics: Intel® Core™ i3 i3-3217U / 4 GB DDR3L-SDRAM / 500 GB HDD / NVIDIA® GeForce® 820M 1GB / Windows 10 22H2. I considered that I need to install the maximum amount of ram that the laptop can support and replace the hdd with ssd. I would like to install Photoshop to retouch photos in camera raw. I am aware that the PC has low performance, but I would like to understand if I can install a version of Photoshop that can be compatible. Thank you very much. Alessandro

@scarsone you should be able to run CC 2019, which can be downloaded from here

You will need a valid Adobe subscription and remember Adobe only supports versions that are available in the Creative Cloud app, currently 24.xx and 25.xx

Update: I installed photoshop cc2019 and everything is ok, even camera raw works, but creative cloud desktop (app version 6.0.0.571) does not detect photoshop installed. Can I continue here, for the solution, or do I open a new post in the dedicated section? Thank you.

Photoshop CC 2019 is no longer supported by Adobe as I already mentioned, the fact that the Creative Cloud doesn't detect it is not an issue as long as it works for you, you will not be able to install updates for CC 2019, there is not solution to the problem, the Creative Cloud will only show supported apps as far as I'm aware.

I'm not sure what you mean, you can use Photoshop CC 2019 as long as you have a valid Creative Cloud subscription, if Photoshop CC 2019 works then there's nothing to worry about, just keep your subscription up to date and you'll be fine.
Going forward if you decide to purchase a new PC/Laptop that meets Photoshop system requirements, you can install the most recent versions without issue
