Be aware that Photoshop is a very limited video editor. But you probably don't need advanced features (and the weeks of study to laern how to use them).

You can’t create animated gifs with Lightroom. It is an image database and editor. To combine images and add text you need Photoshop.

Ged, it goes way back before then.  In the early days we had ImageReady, which was able to produce frame animations.  We were a little upset when ImageReady was no longer part of Photoshop, but like with so many other updates, the functionality was still there via a different path.

You get Lightroom as part of the Photography Plan which includes Photoshop CC2018, you don't have to install Lightroom or use it.

If you go for the single app purchase it will cost you $20.99/month

So it's cheaper to actually go with the Photography Plan, $9.99/month vs $20.99/month

But then you said "So which one I should have?"

You should have cc 2018, which is the version you get from Adobe today, the current version. (Unless a 2019 version appears). That's the one you get, so why would you have anything else? I really don't understand your original question about what version, since you can only buy one version.
