up till now I've had no problem opening large files tried to open one I opened yesterday and I get Couldn't complete request. Not enough room to display this document. Even trying a simple jpeg I get that.
Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Are Photoshop and OS fully updated?
What have you done for trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Thanks for helping new comer, but this is already known bug, that has been reported:

So 'Graphics Processor Settings', updates and other tricks cannot help as far as someone (like me ) wants to use Tools Bar beeing undocked and placed some distance from left workspace edge. I guess you didn't experience it yet, but I'm curcious, if you do like in that topic so undock your Tools Bar and put in center of screen your files while opening get smaller size, and additionally when you move Tools Bar to bottom of screen a Warning message pops up? I just want to make sure it happens for everyone as not many people complain for it 😕

I seem to have no such issues with 19.1.2 on MacOS 10.12.6.

So you are first user I know who say it does not happen for him. I'm on Windows though, but there are Mac's ones they confirmed it's their problem too (that was in 19.1.1). I have 19.1.2 and what I know Adobe staff said they didn't do anything with this yet, but they plan for next update.
