Why did I get this warning?

 I was working with pdf's yesterday, replacing pages, covers, etc. Today I started my 19,1 iMac w Ventura 13.4.1., & Photoshop 24.6. Then I updated Creative Cloud. Dragged a pdf to the 24.6 icon to open as a pdf in Photoshop & got this? I've never seen this warning. Why is Creative Cloud necessary to open a pdf in Photoshop?

Isn't Creative Cloud a nuisance to us? I use Apple's Cloud, I have no use for Adobe's?

Creative Cloud is just a name for the software, not a cloud. Yes, there is a cloud, but Creative Cloud also checks subscriptions, loads fonts, and does much more. Yes, you need it (to use any CC app).
