I think even Microsoft do a better job of using the cloud to keep things synced and to make new installs easy. And if you're behind microsoft - geez, you've got problems.
If I want to keep my actions synced between photoshop desktop and laptop I have to export them each time and re-import? really?
ANd actions are not even included in the presets manager.
If photoshop was at v1 or 2 I could understand this, but I've been complaining about how crap adobe products are at syncing and with new installs for 15 #%^$! years.

The reason people end up ranting on forums is because of the vast waste of time reporting to adobe usually is. Ranting on Forums is equally useless of course, but unlike sending stuff off to adobe, at least you get some response - even if its people telling you your post is useless ![]()
As I said, I've contacted adobe many times overr the years - about this, about particular bugs in bridge/photoshop (that one from about 2003 which is still there). I've reported a premiere bug about 5 times, finally doing a video to show how it is actually a bug. Not only does nothing happen, but you get no response of any sort from adobe: a least someone from Microsoft usually acknowledges your existence even if the help is usually ineffectual

Newer programs have more cloud, older ones less. I'm not missing it. But I understand your PoV.

What you can do with Actions in Photoshop is save the Set (the folder) with your actions in it as an .atn file and copy them to another computer. (Actions panel menu).

Since this is about Photoshop, I have moved it from Adobe Creative Cloud to Photoshop

yep I know, many calls and emails have been sent over 15 years.
currently using symlinks and dropbox to turn lightroom classic into a cloud app.
will try to do the same with photoshop. If I can do it, what the hell is stopping adobe?

All my actions, pallettes, shapes, patterns, textures, workspaces etc now identical on laptop and desktop, and if I update one, the other will update autmotically
the only downside is that ps is showing recently opened docs on my laptop that I opened on desktop, but I can live with that.

Prepression: Photoshop – Custom Action File Backup & Migration
Where should one save these .atn files?
Mac:
/Applications/Adobe Photoshop ???/Presets/Actions
Win:
C:\Program Files\Adobe\Adobe Photoshop ???\Presets\Actions
C:\Program Files (x86)\Adobe\Adobe Photoshop ???\Presets\Actions
If an .atn file is saved to the default application/program presets folder as above, the action will be listed and available in the action palette menu. This allows an action to be easily restored if it is removed without having to manually find and load the original .atn file. If there are many actions, this menu may become unwieldy due the length of the added action sets.
Note: by storing saved action .atn files in this “expected” default application/program location they will not be available to the built in preset migration export tool (edit menu, presets, export/import presets).
For the built-in export/import presets feature to list saved actions for migration, they should be saved to a non-default location – the user level preset folder for actions:
Mac:
Users/username/Library/Application Support/Adobe/Adobe Photoshop ???/Presets/Actions
Win:
C:\Users\Username\AppData\Roaming\Adobe\Adobe Photoshop ???\Presets\Actions
