Why PS shows me templates instead of recent files? How I can change it?

You have chosen File > New so are making a new empty document to a chosen size. So it is appropriate to show templates  for available sizes alongside the manual entry of sizes.

If you want to open a recent document, rather than start with a new document, then use File > Open Recent (or enable the Home screen and choose from there)
