Wind filter shows more in some areas than others Photoshop CC 2020

I am attempting to use the wind filter to create a burnt wood look.. for some reason the "wind" shows up more prominently in about 7 inches of the left of my design than the rest. This is a flattened black and white layer with no blending modes or special features and nothing is selected.
