Windows ignoring Photoshop keyboard shortcuts for system hotkeys?

Some keyboard shortcuts in Photoshop (and other Adobe apps) ignore their intended action in the app, and instead do whatever they're made to do in my OS. This applies to some of the app's built-in shortcuts but also to some custom ones.

 

For example, I always used ctrl+f12 for a certain action, but on this upgraded Windows 10 system, that shortcut causes my computer to launch bluetooth services even though I'm in Photoshop and yes, the shortcut is still applied to the action. I even disabled it and added it again to make sure. Is there a setting that forces Adobe apps to ignore keyboard shortcuts outside of them while in them? Thanks!

It turns out this is an issue with HP laptops and desktops where the function key is sometimes on by default instead of requiring you to push it, which is the opposite behavior expected. My shortcuts were ignored outright because of this. You can disable this behavior in the bios if your keyboard doesn't have a way to lock/unlock it natively.

Instead, I tried holding down the function key while also using my PS shortcuts and that worked. So if my PS shortcut is CTRL+F12, I have to hit Fn+CTRL+F12. It's dumb and I'll turn this behavior off in the bios later. Hopefully this helps anyone else with an HP computer having an issue with shortcuts in their Adobe apps.
