No idea if this is the right place to ask this.

A client is asking for an animated and interactive word cloud that was created in 'Word Art', to then have extra design added to it (like a gif, snow falling, lights twinkling) and be made to send on email, is this even vaguely possible?

Is there an Adobe program that can make a interactive word cloud?

No, there are no Adobe applications that make word clouds. You can make them elsewhere and add the animation in Adobe Photoshop or Adobe Animate.

Even if i made the shape by hand, is there a way to create what that website does, which is to be able to mouse over the words and they move?

If you want the animation to respond to a mouse hover, that you would use HTML5. (If anyone mentions Flash, that reached its end of life this month.) I think Adobe Animate will create HTML5, but I have never used it. Here is the forum link:
