The reference point does not snap to guides or objects, forcing a very convoluted workaround, of moving the origin point, setting up guides, then moving the reference point coordinates in the option bar, as described in this post: https://community.adobe.com/t5/photoshop-ecosystem-discussions/moving-the-pivot-point-in-photoshop/m...

I'll back this. Without the accuracy of snap, a multi-step & repeat operation can lead to misalignment between first and last steps.
