my layers panel is floating and I cannot get it to dock

my layers panel is floating and I cannot get it to dock even though I have it in the right spot.  This is in the newest version of Photoshop v 22.  Did  not happen in previous versions.

You have to drag until the cursor hits the right spot; not the panel edge. Then you see a blue line light up and the panel docks.

    Thank you for your help.  I finally gave up and just re-loaded my saved workspace....
