Adding fonts in Photoshop Elements 11

How do I add fonts to windows PE11? I know it's an older version but it works for what I need and I don't really want to spend $ on a newer version right now. 
I've tried adding the font files to the PDFL/Fonts file on my Windows computer, then restarted the computer. But PE11 doesn't seem to recognize the fonts - they don't come up in the font menu.

Put the fonts in the operating system fonts folder which is Windows>Fonts in your case.

 

And remove the fonts from the PDFL>Fonts folder.
