Adobe Photoshop Elements 11 [where to download?]

Can anyone point me in the direction of The Adobe Photoshop Elements 11 download and install link in English.  I have been working with their tech department and they have referred me to this forum for answers.

      My name is Tom Blundell and I have an account with Adobe  I have ADOBE elements 11 purchased for £83 I now have a new pc and would like it on that the original licence cover me for more than the one pc

      advice please
