Hi,
I have uninstalled Adobe Photoshop Elements 14 from my old PC and now installed it in a replacement machine but when I try to access Photo Editor it says the sr=erial number is already in use by the maximum number of computers ?
Can somebody please advise.

Unfortunately, uninstalling Elements 14 on your old machine did not deactivate it. You must also sign out of the program before uninstalling it. Hopefully, your old machine is still available. If so, I suggest that you reinstall the program on your old machine. Sign out of it and then try to activate the program on your new machine. (It is not necessary to uninstall the program in order to deactivate it.)
If that doesn't work, please report back. Adobe has recently changed its support policy concerning activating permanent licenses and because of situations like yours we need to let Adobe know how this is affecting users.

Thanks for the advice which I followed however, I am still getting the same message even after a fresh install.

Were you able to install the program on your old machine. And, if so, were you automatically signed in? If you were able to sign into that computer, what happened when you signed out? Did you get any error messages?

Please try to contact Adobe Support and tell them your situation. If you visit this link, a support chat window should open. Type the word Agent and, hopefully, you will receive a live agent. Tell them that need to have your Photoshop Elements 14 license activation reset. Let them know that you have signed out of your old computer and you can't get activate the license on your new machine.
Please report back what result you get. If you cannot get any help, we will try to escalate your problem. Also, please confirm whether or not you have ever activated the license on other computers.

Hello, I have a duly licenced version of Photoshop Elements 14. I had a computer crash, that led me to re-install my PC (so no proper log out). I followed your recommendation above - ask for a licence reset - but I am hitting a wall. No solution, no empathy.

@sergio_6224 try disconnecting completely from the internet and activate Elements 14 offline, using the instructions found in this Adobe HelpX article. Please let us know if it works.
