Adobe Photoshop elements 15: when opening fotoeditor the error code 0xc000007b shows up and it does not open

Already tried to install and deinstall and install again - does not help

during installation recommendation to restart computer - done - does not help - same message occurs again

Windows 10

It would be great if somebody could help me - I am not very good with computers - It has to be easy.
