Adobe photoshop elements 2018 doesn't open

I have windows 10 and Adobe photoshop elements 2018 just doesn't open. It did when I first installed it but now it doesn't. I have seen some previous threads but they don't seem to solve the problem. Grateful for any help. Thanks.
