I have Photoshop Elements 15 and Windows 10, and am encountering what seems to be a widespread problem when using my Wacom pen and graphics tablet. When I edit with the pen, small labels appear on screen saying Alt, Shift and Ctrl which obscure the workspace and are highly irritating.
This has been discussed extensively on the Photoshop forum, and Adobe technical support apparently came up with a solution - see here:

The solution outlined is as follows:
1. Create a text file in a text editor such as Notepad.
2. Type in the following lines:
# Use WinTab
UseSystemStylus 0
3. Save the file as a plain text file named PSUserConfig.txt in the Photoshop settings folder: [Installation Drive]:\Users\ [User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2015\Adobe Photoshop CC 2015 Settings\
To turn off the reversion to WinTab in Photoshop, do one of the following:
UseSystemStylus 1
*Note: after creating the PSUserConfig.txt, on the specified directory, you should restart your Photoshop and it should work.
The problem is there is no Settings folder in PSE, so I'm wondering where the plain text file should be saved? I raised this on the Photoshop forum and was asked to post on here instead.
Hoping someone can solve this problem.
