Anyone else over-charged for Elements 18 upgrade?

When I opened Elements 15 a pop up window came up saying that I could upgrade to Elements 18 for US$59.99. I have never had any problems with Adobe before so I clicked on it and made the purchase. I was surprised when I received an email saying that I had been billed US$68.99. Anyone else getting over charged by Adobe?
