Auto adjust placed elements on screen - Possible?

On full version of PS i remember you got lines in the middle of the screen to show you where to place your element with 100% precision (lines where only visible when you got close to the middle).

Isnt this possible on Elements version?

    Photoshop elements doesn't have Smart Guides or at least they don't show on the screen.

    If you move the object around towards the center it should snap to the center or draw out guides, they should also snap to center or you can change the Ruler Units to Percent to see 50% and then you can align the object to those.

    Thanks but i dont experience that objects either snap in place or draw out guides like regular PS (?) Do you?

    How do i get ruler lines across the screen? Choosing view-rulers only gives me the rylers on top and on sides..
