Blur tool in Guided blurs entire image

I have followed the instructions on how to blur the background of an image.  I've chosen the center image with the quick selection tool to retain the image and then clicked on blur, but the entire image is blurred.  Can anyone tell me what I'm doing wrong.

Select the area that should remain in focus, then place this on its own layer (CTRL+J) (Layer 1)

Apply the blur function to the background layer. Make sure that this layer is active.
