Camera Raw and Apple Photos

I would like to be able to go to open in camera raw and choose a photo marked as a .nef file in Apple Photos.  The problem is that it opens the photo but as a jpeg.

What I have tried:

1.  Found my photos that are .nef files on Apple Photo

2.  Put them in a smart album named "raw"

3.  Go to Open in Camera raw and choose a photo in that album.

It opens but as a jpeg. It

Any suggestions?  The main goal is to be able to import my photos from my camera into Photos and then edit them in raw and save them back into photos.  Maybe there is a different way.  I really don't want to use Elements Organizer.   I have vs 9.5 in Elements 14.
