I would like to know if the new Replace A Background Edit in Photoshop Elements 2018 works on group photos with 3-20 individuals in the group? I would like to know before I purchase the program upgrade.

No, I don't see how that could work, since the procedure in the 'Guided edits' view requires a manual selection of your subject.
You don't need to buy the license to check: the trial version is available by donload and will work for 30 days.
