I think only the 2018 version is currently available in the app store but I’m sure Adobe will release the 2019 version soon.
If you wanted to buy the regular version you could download the application from the link below and use it as a free trial for 30 days. The download link is at the bottom of the page.
The full version is often cheaper than an upgrade in black Friday sales towards the end of November at places like Amazon, Costco, Walmart etc.
