Although you can create short videos of photos with motion added to them, you can not import video and edit it in Photoshop Elements. That's the job of Premiere Elements.
even with the motion graphics you are limited to 6 seconds for the motion- then it loops back. I've made some test videos in Primiere: I saved the motion graphic in PSE and an mp4- then copied that 6 second clip a bunch of times to cover the length of the song....
