Cannot install PS Elements 2021 following system restore

Yesterday I successfully installed PS Elements 2021, and it ran fine.  Later that day I had an issue with my computer and had to use system restore, which deleted Elements in the process.

Today I have tried to reinstall it (both from the web, and from the installation disc I bought, and keep getting a 501 error:

Thanks, but this is one of the first things I tried.  Unfortunately, it didn't work.

Update:  When I powered up my computer this morning, Windows displayed a note saying that there was a problem, and I should Install Creativew Cloud to resolve it.  I did so, and was then able to install PS Elements.  Upon completion of the installation, a message was displayed which said "Unable to start Elements automatically.  Please start manually".

I found the exe file (PhotoshopElementsEditor.exe) in Windows, but when I clicked it, received a message which said it could not start because several of the componants were missing.  Please reinstall.  I did.  Same message.  Any ideas???
