PSE 2019 only supports ACR 10.4.

So your choice is either

- to use the software bundled by Canon with your Camera

- or to download the free Adobe DNGconverter version 11.0 mentioned in this faq:

FAQ: Will Photoshop Elements work with my camera, or Why won't my raw files open?

That standalone software (not a plugin) can batch convert a whole folder of your CR3 files to the DNG raw format that your PSE 2019 can read and edit. An additional batch step, but free with the same quality.

Michel is correct. Or wait for Adobe to update PSE. I'm sure a camera raw update is in the pipeline, but sorry I have no timescale.
