cant import

I am using Photoshop Elements 13, and it will not let me import any photos into it. I get this message: The requested operation could not be completed because the catalog is currently locked by another process Then I am given the option to cancel or retry. Retry gives me "The catalog was busy and the requested change could not be completed." Then press OK.
