Thank you for the helpful reply. Since posting my initial question, I've discovered that PSE2018's organizer still does not comprehend having a 4k TV monitor as its display. It still looks like PSE13 in this regard. Many parts of the display are almost too small to read. This is only the case with PSE; everything else I use displays properly on my monitor. Due to this failing, I'm not planning to use PSE2018. I'll just stick with PSE13 until Adobe fixes this organizer problem in some later version.

As a matter of fact, the organizer is better than the editor in this respect. It recognizes the Windows settings for your display. You can opt for 125, 150% scaling for fonts in Windows. Much more flexible and the settings are generally optimal for other softwares. By the way, no difference between PSE13 and PSE2018 in this respect.
