Confused by crop tool/crosshair - how to use?

When I try to crop a photo in PE 14, there's a little crosshair icon just above and to the left of the crop tool icon. The actual cropping box doesn't seem to line up with either one of them.

It seems like I should be able to start the crop with the crosshair, but when I start dragging, the crop box starts somewhere between the two icons causing the crop to be a few pixels off.

What am I doing wrong?

I don't see that behaviour myself.

Suggestion:

In the menu Edit >> Preferences >> Display and cursors, set the 'other cursors' to 'precise'.

To better see the precision, you might activate the grid.

Would that be more precise?

Thanks, that did it, got rid of the traditional crop icon and now I just have the crosshairs. I attached a photo of the "before" situation, FYI.

Also - for anyone trying to fix this on their PSE 14 for Macintosh, note that I found the setting under Above Photoshop Elements Editor/Preferences/Displays & Cursors, not under the edit menu.
