How can I reduce the frequent fault on faces which are shiny , with my Photoshop Elements ? Thank you in advance

It would help if you post a representative picture for us to look at. You can do that be clicking on the "Insert Photos" icon at the top of the reply box here on the forum. However, you can not do it via an e-mail reply.
You refer to "frequent fault on faces." Are these pictures taken with a camera?

Generally, you can use the Clone stamp tool to place parts of the surrounding skin into the shiny areas which are often blown out highlights with little detail to recover. Here I did a quick example without paying too much attention to the nose area so it didn't turn out too well. Is this what you have in mind?
