Create new Actions folder in PSE 2018

Hi does anyone know how to create a new "Actions "  folder in PSE 2018 . I know how to open the Actions window and pop up box but cannot see any way of starting a new folder or file to log /record my actions onto . I can see the PSE default actions but none of these suit my requirements. Any help much appreciated

    Photoshop elements doesn't ship with the ability to record actions.

    That is only in photoshop cc.

    Thanks Jeff , just have to figure out how to automate it some other way as I can't afford CC
