I am having problems opening Photoshop Elements 14 and 15
I had Photoshop Elements 14 and had the same error after the system upgrade
Decided to buy PS15. Removed Photoshop Elements 14 from the system.
Downloaded , installed, it came up with the start screen ( DO you want video editor,Organizer, Video)
Selected Photo editor as default start
Tried starting
Get error message : Photoshop Elements Editor - Application Error
“This application was unable to start correctly (0xc0150004). Click OK to close the applications “
Adobe tried :
Repairing/Renewing / replacing all C++ redistributable files
Reinstalling Photoshop editor 15 (Twice - once on D drive and once on C: drive)
Concern that the disk may be corrupt ( But had it on 😧 drive)
( Note D Drive very full)
Concern about graphics software / hardware
Questioned if had to remove Adobe illustrator CS2 – real old – Has not yet
Questioned if he had to remove all adobe files and reinstall

Waiting for call. Tech support said call between 9:00 and 10:00 he was going to research some items. I told him we are on Phoenix Time – not daylight savings time. He said he understood.
He would send an email out before that time to make sure time is still good.
Microsoft comment: The failure code says The Adobe product can not find some DLL - most likely in the Microsoft operating system. Adobe should know which ones it needs.
Returned home:
Found out he tried to call at 11:05 from 1-001-6160 ( 2 hours past the time set up)
Left message : Sounded indignant Said we had a planned tech call ( At 9:00 not 11:00). Guess we are not available.
Think they tried to call cell phone - 561-292-5238: Took 2 rings for me to get to: Answered - no one on the line.
Took my computer to my computer guy. He said there are a few Microsoft DLL that always get corrupt when installing Adobe software. He reinstalled them and in 20 min the system was functional.
Adobe failed at solving and failed to call back when promised.
