Deleting Stroke Outline Already Saved in Photoshop Elements 15

Hi! I have files that are already saved that I am trying to delete a blue stroke outline around some of my images (they are non-layered) as I am dragging them onto a new image and do not want the blue outline around them in the new image. I have tried in vain to figure out how to do this and cannot find information on how to do so. Does anyone know how to do this by chance? If so, that would be most appreciated.  Also, I am new to PSE 15 as I just upgraded from 7.  I don't have 7 with me, but I really thought that I could just create a new stroke outline in the background color to get rid of the blue, but that will not work on 7, so any help would be much appreciated.

Thank you!

    1. Open the image file
    2. Activate the rectangular Marquee tool. Mode: Normal
    3. Drag out the rectangle inside the stroke outline
    4. Go to Image>Crop
    5. Press CTRL+D
