Does Elements have good extracting tools?

I'm doing extracting a lot. Meaning cutting people out of picture and placing to new background. Especially hair is complicated to extract and needs special tools. Pen tool, Quick selection, Refine edges, Polygonal lasso and what else... Does Elements have all these? I don't want to pay monthly for subscription of Full PS version. Elements would do just fine as long as I get all the necessary tools.

The short answer is that Elements has the same tools except the pen tool.
