Hallo,

You need to use Photos or Organizer. Not both. Otherwise you will get duplication. Photos on Mac OS now permits the use of Extensions. So you could edit directly in the Editor from Photos. Go to this link for more information:

So the answer is to buy another program, so that I don't have to use the program I already bought from Adobe. This is really annoying. I can't image that it can be so hard to get this program to work like it should.

It is not due to Adobe. The problem is that by design Apple hides your photos in a package contents container. This means you can always revert to an original after editing, even after cropping.
This is the reason you have to work with duplicates if using two separate photo management apps.
The system requirements for PSE15 are shown as 64 bit only.

When the photos are hidden in the folder, why is Adobe able to open them and why is a program which is programmed by a single person able to work with the photos app, but Adobe not?

Elements cannot open the masers only the Apple created duplicates. But my advice is to export separate copies to the desktop or preferably a new folder if you want to also use Organizer. That will avoid the Photos library becoming corrupted.
That was also the case with iPhoto but that app did at least permitt external editing in Elements. Apple have removed that option in the Photos app requiring the purchase of extensions to achieve a similar workflow.
