Downloading and installing elements 2018

OK, I Purchased Adobe elements 2018 and downloaded it to my PC desktop. Now I want to download it on my iPad. How do I do this? Why is it so difficult to get an answer?

    Forgive me for being so old school, but I am used to purchasing stand alone software and having the option of downloading it either from a disc or at least a link from the sellers site. Since I own boxes and boxes of Adobe software originally worth thousands of dollars that are now pretty much useless to me, so ok, what do I need to do to get Elements on an iPad or is this just another way to force me into Adobe Cloudland?

    Who led you to believe that the software would work on an iPad?
