Adobe should post the file and say:
put it here: C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 20\File Formats
The 8bi file goes in the File Formats folder.

You can be sure that the download is free of viruses. Plus, it includes instructions for both Windows and Mac. Follow these instructions to update the Camera Raw in Elements 2022.

Pay particular attention to steps 7 - 10. In step 9, you use 20 as the version number for your PSE 2022.

We applaud you for your enthusiasm, positive attitude and eagerness to help others.
It's best practice, legally safer and gives people more confidence, if you post links to authorised Adobe articles, content and instructions on the Adobe website rather than trying to recreate them yourself and hosting licensed Adobe content and files on 3rd party file storage services such as Dropbox.

I'm well aware of that- my point being is the Adobe needs to simplfy the process for the average user. Users shouldn't have to deal with 10 steps-- it (updating camera raw) could literally be done with a simple installer.
Users of PSE should be able to update camera raw as simply as users of Photoshop. click, click, done.

You have rightly insisted on previous discussions that the ACR14 version is only needed if you have a very new camera. That version in Elements does not offer new important features, especially the advanced features of the full PS version.
Well, instead of using the full PS ACR via Bridge (free Bridge and CC creative subscription) to use version 14.1 in PSE as discussed here, I have installed the 14.1 version instead of the 13.3 regular one. Surprise: there are nice interface enhancements, for instance to show the many 'presets' easily.
That said, the help doc is still from december 2018, the managements of presets is still a mystery and in my low specs hardware, the crop tool is very lazy as the GPU is not used.

You're referencing the WRONG folder as the location for the Camera Raw.8bi file. The correct location is:
C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 20\File Formats
