Editing troubles

I've been trying to edit some pages of music for power point and when I cut sections out and paste them back, I can't move them. I don't remember what previous version I had (computer crashed) but I had absolutely no trouble with this. Selected section, cut, then pasted it back to the window (as before). For some reason now (after nothing happening before), it shows up as a separate layer, but when I try to move it, the whole image moves.
