I have been using PSE 2024. Starting about a week ago I cannot open Canon RAW (CR3) photos with the Editor. I had no issue opening the same files with the Editor previously. I also have no problem opening JPG files with the Editor. I tried uninstalling previous versions of PSE, uninstalling and reinstalling PSE 2024 and installing the Camera Raw Plugin (from the help menu). When I install the Camer Raw Plugin the photos look better in the Organizer. When I try to edit, the Editor freezes. Any suggestions would be welcomed.

Just do this, install ACR 16.0- you should be good.
The following is a workaround to update Camera Raw within Elements. It is recommended to wait for Camera Raw updates within the product for issue fixes.
If you haven't been able to update the Camera Raw plug-in for Elements, follow these steps:

@Glenn 8675309, according to the Adobe website, the update that was released in January for Elements 2024 should update ACR to 16.0.
I can't verify this because as far as I can tell, only ACR was updated in the January release and I had already updated to ACR 16.x so the update was unnecessary on my machine. Glenn, did you receive the update in January, and if so, what build number are you showing for Photoshop Elements 2024? Mine still shows the original build number so I think the HelpX document is wrong when it says to check the Help>About Photoshop Elements splash screen. It should say to check the Help>About Plugins>Camera Raw splash screen.

I've got the same version numbers as you shown in your above post.
This is what I have with the help about plugin:
When I select that from the help menu it causes the program to freeze up for about a minute- nothing I'm losing any sleep over.

The first version of Photoshop elements sold for $895.
Interesting bit of Trivia: A substitute teacher where I'm working actually did beta testing for the first version of Photoshop back in the day. He also had, as one of his first jobs, doing basic work for Ansel in his workshop.
Ansel was an expert in "post production"--- in particular using dodge and burn tools he made from wire and cardboard.
