Elements 13 error 213:11

I sendt my pc to a PC-shop to remove a .js-file. They did, but my Elements 13 would not start and  the screen shows " eror 213:11".. If I use right moustab and

select .   Go as adm it shows it shows " Do you want to allow this adm. to do change"  and  klikk Yes !  The elemnts program start  and works well.

How can I remove this Error message ?

    I change the property to full kontroll. Programdata, adobe, slstore, adm, edit, Adm SLS, full kontroll, allow ). Adobe Elemets 13  is working well.
