I assume you are using the Elements organizer 14 to organize your photo library and your catalog(s).

If so, you could first use the ability of the organizer to move all your media files as well as the catalog.

Move Elements Organizer catalog

That implies you also have Elements 14 on the  new computer. You are allowed to use two activated computers, so install Elements 14 again on the new computer. Following the steps described above, you create a full backup an external drive fom the old computer and in the new one you do the restore.

Now that you have both your media files tree and your catalog, Lightroom is able to convert the Organizer catalog to the Lightroom catalog format.

If you want to keep Elements 14 in the new compter, use the menu Help >> sign out from the old computer to free the license key tied to the old computer. If you have not already done that, use that key to activate the PSE14 on the new drive.

I am not absolutely sure which Organizer catalog format Lightroom 6 can convert. I think it's ok with LR6 and PSE14. To be sure, maybe ask in the Lightroom classic forum:

Lightroom Classic CC — The desktop-focused app

I would keep PSE14 together with Lightroom as a very useful tool for bitmap edition software.
