Elements 15: Cannot synchronise photos in iTunes

iTunes finds all Albums, but no photo, shows 0 when selecting any album.

Within Elements everything is displayed correctly, every photo is connected to its file.

iTunes version 12.5.5.5 on Windows 10.

    Problem occurs when choosing Custom Location for catalog.

    Works when choosing a catalog within Catalogs Accessible By All Users
