Elements 15 organiser does not work with Windows 10

I have a continuing problem with PSE15. The organiser doesnt show the drop down menus. I have seen offiicla suggestions to reduce the screen resolution.

I can now get the menus BUT only with constant flickering and temporary loss of screen entirely.

I thought I should uninstall and reinstall. All I get is a message theat the unistaller doesnt work with no suggestion as to what to do.

PSE15 organiser is unusable.
