I just installed Elements 15 and read that certain features were disabled. Was directed to the adobe web site for an upgrade-attempted to find adobe.com/go/pse-specs but no luck. Where and how do I go for the upgrade?

If you mean compared to the full version of photoshop cc, then yes some things included in photoshop cc
aren't included in photoshop elements.
