I have a layer selected. I am drying it into another photo via the Photo Bin. Immediate crash with no error message.
I upgraded from PE 16 to PE 18 hoping the trouble would be fixed. (MAC High Sierra 10.13.2, 103 GB storage left on HD.)

I also have this problem. I upgraded to PSE 18 hoping to fix the problem. I can't do anything in Photoshop Elements because I cannot drag a photo and drop it onto another layer. HELP! HELP!

You are not using the photo bin as designed.
Panels and bins in Photoshop Elements
You can only drag any photo from the photo bin to the currently opened image in the editing space. That adds a layer to the currently edited file.
I you cant to add or move layers, you have to set your workspace to have two images open at the same time (see your preferences and allow "enable floating documents in expert mode". That way you can move layers from the layers palette from one image to the other.

Note that there are no PE 16 nor PS 18... only Photoshop Elments 2018 (version number 16.0...) Previous Elements was Elements 15.

Thanks for the version correction. Yes, I am using Photoshop Elements 2018 (version 16.0). Yes, I was using Photoshop Elements 15 (version 15).
But the issue was that I formally could use the move tool to select an object (usually identified as a layer with some exceptions) and drag it on to another project via the Photo bin. It would be placed in the same location on the other file. I have even taken online classes that used these same methods.
Now when I try to do this the program crashes. I have been using Photoshop Elements since before it was called Photoshop Elements, faithfully buying upgrades for years. (Was it Photoshop LE?) I find this crashing exceptionally annoying.
Yes, I have been able to drag and drop via the window tabs at the top of the work area, but the object just seems to drop wherever. I will try your suggestions, but truly miss the ease of previous versions.
